Madhya Pradesh Finance Minister Jagdish Deora presented state’s first paperless budget for the financial year 2021-22.
A ‘Made in India’ tablet was used to read out the MP Budget in the legislative Assembly. This Budget was based on the concept of self-sufficient state.
The total budget of Madhya Pradesh for year 2021-22 is 2 lakh 41 thousand 375 crore. The estimated expenditure to the government is 2 lakh 17 thousand 123 crore. In this way the total revenue deficit is 8 thousand 294 crores.
The key highlights of the budget have been mentioned below:
INFRASTRUCTURE:
- 105 (railway over bridges) ROBs will be made
- INR 300 Crs has been alloted Narmada Valley development; the Atal Progress-Way for Chambal already exists, now the Narmada Expressway has been prepared to connect East to West.
- 2441 new roads will be built in the state
- A provision of INR 262 Crs has been made for Bhopal and Indore Metro
- A ropeway will be constructed at Jatashankar in Chhatarpur district.
- 65 new bridges will be built
- Three cancer hospitals will be established in Indore-Bhopal and Jabalpur districts
- Neemuch, Shajapur, Agar, Chhattarpur and Morena districts to have Solar parks
- Omkareshwar to have the world’s largest 600 MW floating solar power plant
EDUCATION:
- 9 medical colleges will be opened in Sheopur, Rajgarh, Mandla, Singrauli, Neemuch, Mandsaur, Damoh, Chhatarpur, Seoni in the state.
- Two engineering and 5 polytechnics will be made School of Excellence.
- 24,200 new teachers will be recruited in schools in a year
- 220 new fully equipped schools will be built and 9200 schools will be turned high-tech
- The MBBS seats will reach 1235 by 2022-23
- INR 1500 Crs budget has been allotted for schools
- 24 Girls schools and 4 Gurukuls to be given CBSE board affiliation
- Transport service will be used in five tribal-dominated districts in five tribal-majority districts for transporting students from villages to schools. The students of Anchal will be brought and transported from home to school through bus or other traffic facility at Aathner of Betul, Pali of Umaria, Birsa of Balaghat, Jhabua and Dharampuri in Dhar district from the next session.
INDUSTRIES and DEVELOPMENT:
- INR 7341 Crs has been arranged for PWD
- Mission Nirmaan Yojana will be implemented to improve health facilities in the country
- In the street vendor scheme, loan of INR 10,000 will not attract interest
- Police hospital will be set up in Bhopal; women police stations will open in every district.
- Nursing seats will be increased to 320
- Water to reach every house by 2023 from the Jal Jeevan Mission. INR 5962 Crs to be spent for the same. Water supply will be done through solar pumps in villages to reduce the burden of electricity bills.
- INR 6432 Crs will be spent on/ from water resources
- Octroi income increased by INR 560 Crs
- ‘Housing for All’ scheme makes provision of INR 1500 Crs
- ‘Jeevan Amrit Yojana’ gets provision of INR 1000 Crs
- Smart City Development gets INR 900 Crs budget figure
- Mukhyamantri Swarozgar Yojana (Interest Subsidy) scheme will also begin
- There are also plans to develop the industrial areas and industrial parks along the Narmada Expressway and Atal Progress-way
- Every panchayat will have ‘Ration’ / grocery shop out of which 33% will be run by women
AGRICULTURE:
- Special provision has been made in the budget for farmers. Deora said that a provision of INR 1000 Crs has been made to give loans to farmers without interest.
- The state government will introduce a new scheme for the purchase of food grains. For this, support will be given to Markfed and Civil Supplies Corporation. For this, INR 2000 Crs provision has been made
- A new scheme for grain procurement will also be started.
- PM Kisan Samman Nidhi: Govt will provide additionalINR 4000 every year over INR 6000/ year allowance, taking the total to INR 10,000
- Soil lab will be created at Jabalpur Agricultural University
- All Agricultural Credit Assistance branches will become computerized
- ‘Ek Jila –Ek Utpad’ (One District-One Product) scheme has been continued. Under this, one product of each district will be promoted by publicizing it at a wide scale.
- 1000 Gaushalas will be established in 1000 panchayats
Special Provisions:
- Total 9800 schemes have the provision of INR 5000 Crs .
- State Government will provide pension to gas victims themselves after it was discontinued by central government
- Employees have not received anything in this budget. They will have to wait longer for DA (Dearness Allowance)
- Government servants could get 75 percent of the outstanding amount. Order in this regard will be issued soon.
- Apart from this, the state government will soon take a decision on increasing the state’s share in the contributory pension scheme from 10 to 14% with the grant of pending annual increments, as the central government has increased the employer’s contribution to 14%
- Now, under the Public Service Guarantee Act, deemed approval has been included. That is, the authorities will not be able to hang the application of 258 types of services provided to common people by government including income certificate, caste certificate, tap-electricity connection, approval of treatment amount. Either the application will have to be granted within the time period allotted or it will have to be cancelled in due course of time. If the officers do not do so, the portal will accept the application as approved and will issue the online certificate of service to the applicant himself.
- Chief Minister Teerth Darshan Yojana will be started again.
- Self-help groups will be given loans at 4% interest. Also, social security pension will continue.
- No new tax levied nor any increase in previous tax rates.
- All the details related to documents will be collated as a single data of every citizen under the Integration Scheme in one place, so that documents do not have to be submitted repeatedly for different government schemes or services.
- Along with this, a portal named ‘Parichay’ will be launched to give information about the schemes related to each department and how to avail them.
